*PURPOSE OF CLASSIFICATION* The purpose of this classification is to coordinate and direct the administrative functions for county departments in accordance with the policies adopted by the County Commissioners and all applicable state statutes.
*ESSENTIAL FUNCTIONS* *The following duties are normal for this position.
These are not to be construed as exclusive or all-inclusive.
Other duties may be required and assigned.
* Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Serves as primary liaison between the Board of Commissioners and all county departments, employees, various special interest groups, and the general public; answers questions and provides information as required.
Administers and directs policies and procedures of the Board of Commissioners; enforces all orders, resolutions, ordinances, and regulations adopted and supported by the Board; ensures execution the same by all county employees.
Establishes and directs administrative operations in the Commissioner's office; advises and supervises departments under the jurisdiction of the Board of Commissioners; prioritizes work assignments; reviews work for accuracy; answers questions and instructs staff regarding specific work assignments; resolves employee conflicts; assesses staff requirements; approves timesheets and employee leave requests.
Assists the Commissioners in evaluating management personnel; works with Personnel Director to make recommendations for the selection, transfer, promotion and separation of management personnel.
Makes recommendations to the Board of Commissioners regarding major issues affecting county operations, organizational structure, processes and management techniques; implements policies as approved.
Assists in the preparation of the overall county budget; reviews all departmental budgets to ensure conformance with established budgetary policies, practices and principles.
Schedules and coordinates meetings with the Board of Commissioners, Salary Board and other county agencies and/or departments; discusses concerns and/or problems; makes recommendations for resolutions; prepares meeting agendas, reports of meetings and follow-up information required from Board; maintains appropriate books and accounts; records and files proceedings and papers; attests all orders.
Coordinates the administration of inter-municipal and interdepartmental projects and programs after receiving approval from Commissioners; works with municipal agencies, department heads and other individuals to design, implement and monitor programs and projects; implements all applicable policies and procedures once approved.
Prepares bid specifications and advertisements relating to the purchase of equipment and services over $10,000; receives quotes from vendors and contractors; reviews information; makes recommendations for selection.
Oversees leases, contracts, and other agreements including consultant services; ensures compliance with all federal, state and local laws; makes recommendations concerning the protection of county interests.
Prepares and executes all insurance programs, leases and other legal contracts according to Board of Commissioners authorization.
Receives incoming telephone calls from Commissioners, department heads, staff, outside agencies and the general public; resolves conflicts; answers questions and provides information and assistance to citizens as necessary.
*ADDITIONAL FUNCTIONS* Performs other related duties as required.
*MINIMUM QUALIF1CATIONS* Bachelor's degree in public administration, political science, management, business administration, or a related field; supplemented by six (6) years previous experience and/or training that includes administrative management, public administration, or a related area; or closely related field required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

*Equipment, Machinery, Tools, and Materials Utilization: *Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
*Verbal Aptitude: *Requires the ability to utilize consulting and advisory data and information, as well as reference, descriptive and/or design data and information as applicable.
*Mathematical Aptitude: *Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, profit and loss, ratio and proportion; may include ability to calculate surface areas, volumnes, weights, and measures.
*Functional Reasoning: *Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
*Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in critical and/or unexpected situations involving moderate risk to the organization.
* *ADA COMPLIANCE* *Physical Ability: *Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds}.
Tasks may involve extended periods of time at a keyboard or work station.
*Sensory Requirements: *Some tasks require the ability to perceive and discriminate visual cues or signals.
Some tasks require the ability to communicate orally.
*Environmental Factors: *Essential functions are regularly performed without exposure to adverse environmental conditions.
